Bio
Evangeline Linkous is an Associate Professor in the School of Public Affairs at the University of South Florida, where she directs the Master of Urban and Regional Planning (MURP) program. Her research is broadly concerned with land use planning and growth management. She focuses on issues related to fiscal and legal instruments in land policy with an emphasis on market-based tools, institutional issues in land governance, the urban/rural interface, agricultural land policy, and land use and transportation.
Dr. Linkous' research has been supported by the Lincoln Institute of Land Policy and published in journals including the Journal of the American Planning Association, Land Use Policy, and Urban Affairs Review. She has previously worked in planning and community outreach for the Delaware Valley Regional Planning Commission, URS (now AECOM), Sarasota County, and the University of Florida. She holds a PhD (2012) and Master's (2004) degree in City and Regional Planning from the University of Pennsylvania and a BA in English from New College of Florida.
