Project Design & Construction

We provide project management services for major and minor projects from programming through project warranty.

Major Projects

  • Project Delivery Processes used by USF include:

    • Design/ Construction Procedures:
      • Construction threshold is OVER $4,000,000 in construction value
      • Design threshold is OVER $200,000 in design services
  • Areas of Service include but are not limited to all USF Departments: USF Health, USF Parking and Transportation Services, USF Housing, USF Campus Recreation, USF Finance Corporation, USF Athletics, USF Sun Dome Inc., University Infrastructure Projects, etc.
  • Design Services are provided by the selected team depending on the project delivery process chosen.
  • Construction Services are provided by the selected team depending on the project delivery process chosen.
  • Interior Design Services: Design and Construction assigns an Interior Designer to provide project assistance in the implementation and development of the interior design schemes by managing the efforts of the Architects design consultant. Attention is necessary to insure proper choice of colors, materials, and equipment to enhance the USF experience.
  • Furniture, Fixture and Equipment (FF&E) Services: Design and Construction Interior Designer’s assist in the implementation and development of the FF&E design schemes by managing the design efforts of the design team.
  • Sustainability:  All major projects strive to achieve a minimum level of LEED Silver Certification to demonstrate the University’s commitment to sustainability and energy conservation.  Design & Construction works collaboratively with the Planning department to integrate the sustainability best practices into the process throughout the design and construction of capital improvement projects.

     

Minor Projects

  • Project Development Procedures: For standard project, size $250K
  • Project Initiation through the Space Impact Form (SIF) Approval Process:
  1. Space Impact Form submitted by user groups for review and approval.
  2. Space Impact Form reviewed and, if approved, it is assigned to a Project Manager (PM)
  3. PM contacts appropriate Campus Service design professional to review the scope of work with the user group to develop a cost proposal for their fees.
  4. PM receives proposal and negotiates design fee prior to issuing them a Project Order (PO) to proceed.
  5. PM requests assignment of Construction Manager (C/M) to provide input on budgets and constructability during design process. Works with A/E & C/M to keep in budget.
  6. PM oversees the design process with the user groups input to insure appropriateness with campus standards and user expectations.
  7. 50% construction documents are submitted to Building Code Administration for review by all review parties (Design & Construction, EH&S, IT, University Police, Parking & Transportation Services, Food Serv, C/M, Misc).
  8. PM forwards final comments to designers for incorporation into drawings.
  • Contract Duration: Continuing Service Contracts are in place for an initial contract period of one year with the owner's option to renew for one additional year at a time -- up to a total of two additional years.
  • Minor Project Management
    • Design/ Construction Procedures
      • Construction threshold is UNDER $4,000,000 in construction value
      • Design threshold is UNDER $200,000 in design services
  • Areas of Service include but are not limited to all USF Departments: USF Health, USF Parking and Transportation Services, USF Housing, USF Campus Recreation, USF Finance Corporation, USF Athletics, USF Sun Dome Inc., University Infrastructure Projects, ADA Projects, Fire Code Projects, etc.
  • Design Services - Provided by the continuing service providers:
    • Architects: Six (6) under contract, expiring 8/27/16. Negotiating for four (4) new contracts.
    • Mechanical/ Electrical Engineers: Four (4) under contract.
    • Civil Engineer: Two (2) under contract.
    • Structural Engineer: NONE, procured as sub consultant through other contracts.
    • In-House Design: As deemed appropriate.
    • C/M: Six (6) under contract.
    • Test & Balance: Three (3) under contract.
    • Asbestos Consultants: Three (3) under contract.
  • Construction Services - Provided by the continuing service providers:
    • Construction Managers (C/M): Three (3) under contract.
    • Can also use regional campuses' C/M's.
    • Handyman Contract: Three (3) under contract.
  • Interior Design Services: Design and Construction assigns an Interior Designer to provide services to users/ clients for the selection of colors, materials and equipment personally.
  • Furniture, Fixture and Equipment (FF&E) Services: Design and Construction Interior Designer provides services to users/ clients for the FF&E requirement personally.
     

Engineering Services (Major & Minor Projects)

  • Electrical Engineer
    • Responsible for coordinating all aspects of the primary distribution work, focusing on the electrical needs of major construction projects.
    • Developing and implementing a backup loop system for the universities Primary loop, to provide an alternate power source to avoid blackouts during power loses.
    • Roadway, pedestrian walkway and landscaping lighting upgrades and enhancements
    • Implementing energy efficient induction lighting and LED fixtures.
    • Reviewing major and minor contract documents for code conformance during all phases of project development.
    • Inspecting major and minor electrical work on projects for Building Code Division.
  • Mechanical Engineer
    • Responsible for coordinating all aspects of the mechanical, chilled/ hot water and HVAC aspects for major and minor university projects.
    • Developing alternate uses for condensate through a campus cistern system for irrigation.
    • Reviewing major and minor construction documents for code conformance during all phases of project development.
    • Inspecting major and minor mechanical work on projects for Building Code Division.
  • Civil Engineer
    • Responsible for coordinating all aspects for potable water systems, sanitary sewer systems, storms drainage and roads/ bike lane design efforts.
    • Reviewing major and minor contract documents for code conformance during all phases of project development.
    • Inspecting major and minor civil work on projects for Building Code Division.
       

In-House Design Services

  • The Design & Construction Department has implemented an in-house design process for appropriate minor projects.
  • By providing this service, we are able to respond quickly and economically to our customer and user needs.
