Regulation and Policy Development and Repeal

USF regulations are adopted pursuant to the Board of Governors Regulation Development Procedure.

USF policies are adopted pursuant to USF Policy 0-001, Regulation and Policy Development.

Initiating Amendment or New Regulation/Policy:

  1. IMPORTANT: Discuss any changes with all pertinent stakeholders (any office that could possibly be affected).
  2. Get approval from Responsible Office Vice President.
  3. Email RegulationsPolicies@usf.edu to request the most current Word version of the Regulation/Policy or template for new regulation/policy.
  4. Redline the Word version for the changes you would like or fill in the template and complete the Request to Amend form and return both to RegulationsPolicies@usf.edu. 
  5. The appropriate attorney will review the submission.
  6. SUBSTANTIVE REGULATIONS AND POLICIES ONLY:  The redline of the regulation/policy will be posted for 30 days for comment on the New and Proposed Regulations and Policies webpage. The comments will be collected by OGC and given to the Responsible Office for assessment at the end of the comment period. The comments will be reviewed and the Responsible Office decide whether any further changes will need to be made.
  7. SUBSTANTIVE REGULATIONS ONLY: Substantive changes must be reviewed and approved by the Board of Trustees. The Responsible Office is responsible for submitting the BOT agenda form and presenting during the meeting.
  8. Once all approvals are complete, OGC will amend the regulation/policy and post to the Regulations and Policies Index webpage, the New and Proposed Regulations and Policies webpage (for 30 days), and will be reported on the Regulations and Policies updates (for 30 days).
