Program Guidelines
Academic Guidelines
Detailed list of academic criteria.
- First-time college student: Applicants should be first-generation college students,
meaning they are the first in their family to attend college.
- Low FSA scores: Students who have scored low on the Florida Standards Assessments
(FSA) are eligible, indicating they need additional academic support.
- Low grade point average (GPA): Students with a low GPA, which typically reflects academic
challenges, are encouraged to apply to receive the necessary support and resources
to improve their academic performance.
- Other academic challenges: This includes students who may struggle in specific subjects or have other academic difficulties that make it unlikely for them to pursue postsecondary education without additional support.
These academic guidelines ensure that CROP focuses on students who need the most assistance to achieve their educational goals and prepare for successful entry into and completion of post-secondary education.
Economic Guidelines
Received reduced or free lunch:
- Applicants who attend a Hillsborough County Public School that has been DESIGNATED
as a Community Eligibility Provisional school you do not have to submit a Free and

Low-income:
- Applicants must come from families with an income level that falls below the federal poverty guidelines, demonstrating financial need.
Participated in WAGES Program:
- Applicants must have been part of the Work and Gain Economic Self-Sufficiency (WAGES) program, which supports low-income families in achieving economic independence.
Received public assistance:
- Applicants must have received some form of public assistance, such as Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), or other government aid programs designed to support low-income households.
